You should go there in the morning and also in the evening. Beautiful view. You can take the ferry to cross the river to Manhattan. Just take the 7 train to Vernon Jackson station and keep walking until you see the water.

Great ferry service to Manhattan and/or parts of Brooklyn. It's a nice way to see the City from the East River and get to where you are going.
