When in a taxi and looking to go where all the action is... simply say "el centro" you'll likely be dropped off at the clock tower located between the Historic centre and Getsemani. Both are apart of the historic walled city, however one side has kept a more historic vibe while Getsemani has become the more trendy back packer side.
Centro
This is the historic centre of Cartagena.
This is the portion of Centro that has been re branded as the back packers area. There are MANY trendy restaurants, bars, and beautiful graffiti art to tour. I suggest signing up for a graffiti tour to soak in all the wonderful art and culture this area has to offer.

This is a wonderful place to learn to dance. Crazy Salsa provides classes with live music and social events to follow. The staff encourage everyone to stay after the class to enjoy the music and the night as well as practice the new moves you've learned.

If you want to see locals get their groove on, this is the place to go while also being safe and easily located in the middle of both El Centro and Getsemani.

Food scene
This is by far my favourite tapas restaurant in all of Cartagena. It is located in Getsemani on the corner of Plaza de Trinidad. The indoor atrium is beautiful and such a great atmosphere to sit, sip, and eat.
